I hadn't given a lot of thought to the Notifications changes announced in iOS8, though it certainly sounded like something that could become useful.
The eBay mention in that article wouldn't do anything for me, but I do frequently keep items in my cart (sometimes for months at a time) waiting for the price to drop. Something that would monitor that, and notify me if something dropped in price, could really save me money. My wife wants me to look into writing iOS app; maybe that would be something for me to target.
